The former Confederate states were required to submit a list of all voters, including newly emancipated slaves, to the U. S. Congress in 1867. In many cases, this is the earliest record of African-Americans. This voter registration includes the following information: name, precinct of residence, length of residence in the state, county, and precinct, place of origin, time and method of naturalization (for immigrants).
